EBA meeting with the Minister of Agrarian Policy and Food of Ukraine

imageThe European Business Association member companies met with Taras Kutovyi, the Minister of Agrarian Policy and Food of Ukraine.

Mr. Kutovyi spoke  about the priorities of the Ministry, namely:

Land reform

The approach to the land reform is to allow sale and pledge of rights to lease agricultural land. This is the approach that makes it possible to attract additional capital and regulate the market.

The development of farmers’ movement in Ukraine

The support and grants from the state will be provided for collective  groups of farms (5-7). According to the Minister,  this approach is more reasonable than the spot financing of individual farmers.

Improving the efficiency of state enterprises in agribusiness

Decentralization and privatization for effective management, because with more than 60 of such companies in total only 5 are effectively operating.

Changing the system of state support for the sector

The draft law is being worked on. It contains provisions on deregulation, support for small and niche agribusiness, cooperatives and others.

In addition, during the meeting of business representatives there were discussed the issues of seeds, the minimum purchase prices for dairy products, combining grain exports by mixing, selling of socially important products, substitution of exports to Russia and so on.

A positive signal to the business community is that the agribusiness sector is the priority area for the government in terms of funding.
